importers must also meet the requirements of the State and local jurisdictions where the importer is engaged in the importation of beverage alcohol products. State and local jurisdictions may have their own importation requirements in addition to the Federal requirements. Importers should contact their State alcohol control board and/or local authorities for more information.

Classification and Entry Requirements of Alcoholic Beverages and Spirits
Alcoholic beverages and spirits are classified in Chapter 22 of the HTSUS and Note 3 to Chapter 22.

For legal purposes, classification is determined according to the terms of the headings and any relative section or chapter notes, and or additional provisions of the GRI. In addition to the legal requirements of the HTSUS and requirements of FDA, TTB enforces a variety of requirements with regard to alcohol. The Federal Alcohol Administration Act authorizes the Alcohol and Tobacco Tax and Trade Bureau (TTB) to issue regulations with respect to the labeling of alcohol in order to prohibit deception of the consumer, and to provide the consumer with adequate information as to the identity and quality of such products.
