CBP may impose liquidated damages of $5,000 per violation for the submission of inaccurate, incomplete or untimely filing.

Import security filing is mandated by CBP regulations to enhance the safety and security of the country. This regulation gathers information on a shipment's entire supply chain to more effectively identify high-risk cargo. 
All importers receiving cargo by ocean vessel are required to provide advanced shipment information (ISF 10+2) to CBP 24 hours prior to the departure of a vessel from a foreign port into the U.S.
